In Tanzania, individuals or entities do not hold absolute ownership of land. Instead, all land in Tanzania is public land and is vested in the President, who acts as a trustee on behalf of all citizens.

The fundamental principle of the National Land Policy is to recognize that all land in Tanzania is public and vested in the President as a trustee for all citizens.
The President and those delegated functions under the Land Act are required to exercise these functions and powers as a trustee, advancing the economic and social welfare of the citizens.
